Preface
This is the third issue of the World Bank's Thailand Country Dialogue Monitor. In close consultation with Royal Thai Government agencies, the World Bank team has prepared this Monitor as a tool for reviewing the overall implementation progress of the Thailand-World Bank Group Partnership for Development since its launch in December 2002. This issue assesses the progress of partnership activities for the period December 2002 through December 2003. Subsequent issues of the Country Dialogue Monitor will provide twelve-month progress snapshots.
In recent years, the relationship between Thailand and the World Bank Group has progressed from primarily a borrower-lender relationship toward a true development partnership. While financial support remains an important part of the partnership, especially from International Finance Corporation (IFC) transactions, the Bank's role has evolved more toward facilitating knowledge sharing and providing policy advice on medium-term structural issues. Building on this evolving approach, the new Thailand-World Bank Group partnership focuses on providing a comprehensive diagnostic overview, mainly delivered through the Country Monitor series, as well as through periodic development policy and other reviews. The Bank Group is also providing selective implementation support partly through the Country Development Partnerships (CDPs) built around the National Development Agenda, as well as through selective IBRD, IFC and MIGA transactions.
We hope that this annual monitoring tool will serve as a basis for assessment of progress, and will stimulate discussion on where World Bank Group should direct its efforts and resources in the future.
